Copyright
According to the legal counsel at the Pennsylvania Department of State's Division of Legislation and Notaries, affidavits, wills, etc. do not count as public documents just because they are notarized, and thus do not automatically fall into the public domain. However, the notary department claims no copyright whatsoever to such documents, so if copyright exists, it does not belong to them.
